My Vista Home Basic is original and when I restart my PC is said CD - KEY is already used. To my knowledge it has been used on my PC. Now I can not excess of my PC.

Your copy of Windows is only allowed for 'a machine If you want to put Vista Edition home premium on your 'old laptop"you can buy a new copy of Vista premium. Another point is that copies of Windows was probably preinstalled on your laptop, which means that, putting license on one side, your copy is related to each specific laptop and so, because the copy is related to the material on each laptop, you would have problems on other transfer machine. Anyway you could invalidate your Windows license.

Try the following.
Using another PC, download the app from the following link and save it in your downloads folder.
Once the download is complete, open your download folder and double-click on the installer - this will result in another file, which is the disk image (.) ISO) you need to burn to a blank CD.
Now, you will need to use an app like ImgBurn to burn the ISO correctly on a blank CD - a guide on the use of ImgBurn to write that an ISO on a disc is here.
When the disk has been created, shut down the PC you can not log on, press the ESC key as soon as you press the power button to access the Start Menu, insert the CD, select Boot Options (usually f9), use the arrow keys to select the CD/DVD drive and press enter - peut also have you to "Press any key" to boot from the CD if asked to.
Follow the instructions on the guide here to remove the current password.

the manufacturer of the laptop is
Contact the computer manufacturer and ask them to send you to vista recovery disks to reinstall the operating system back as it was when you bought it
they do it for a nominal cost of $
or borrow a vista microsoft dvd; not a HP, Acer recovery disk etc
Make sure that you borrow the correct 32-bit or 64-bit microsoft dvd to your computer
they contain all versions of vista

2. run qcleanui.exe and clean all versions.
3. restart your PC
4 Quicken resettlement to a new distinct and NOT in the Program Files folder in the folder where your Quicken data resides and install as administrator (if on Vista).
5 update Quicken at the last updated R6.

Vista Home Basic to Windows 7 Professional?
So, I did some research because I really wanted to upgrade my Vista to 7. I'm currently under Windows Vista Home Basic (32 bit), and through my college, I can get Windows 7 Professional (64 bit) free. I know that, from a 32 to 64-bit you need to do a clean install, but I was just curious, as if it is possible to do it this way. I did the Adviser to upgrade to windows 7 and through reading, I know how do it, I don't know if I can go from the Basic Home Edition Vista to 7 Professional?
It is not a upgrade path: base > professional.
And 32-bit to 64-bit is not an upgrade path.

I reinstalled my windows vista.made a clean install removed windows xp sp3 when I try to activate my windows vista Home Basic sp1 it say not validates the code supplied with the disc, the code is below my laptop and the cd is in the package with my laptop, I used the key once when I re-installed my operating system once and it worked perfectly
If you get this message before you try to turn it on, it means generally that you must not read or wrong entered the key.
Use a magnifying glass and a bright light to read the key (or ask someone else to read it for you)
In particular check the characters B/8 and G/C/Q.

1 - do you mean that you get the green screen even in safe mode?
2 did you recent hardware or software changes to your computer before this problem?
If you are unable to start desktop even in safe mode, then you try to perform the verification and startup repair.

Windows Vista Home Basic Edition keeps looping and will not start
Windows Vista Home Basic Edition will not boot to the Welcome screen. It keeps restarting loop. I tried to go into safe mode, but who does not start too. Loops of safe mode and return to the start screen.
I have a dell laptop and I just restalled operating system. I had Windows Update set to automatically download and install. PC worked great until the next day (after the time programmed for automatic updates). I'm assuming that the started after some windows updates when installed. Unfortunately, I can not enter in Windows or Normal or Safe Mode.

If safe mode does not and you do not have a Vista DVD from Microsoft, do a repair disc to do a Startup Repair:
Download the ISO on the link provided and make a record of repair time it starts.
Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.
At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu.
When you have changed that, insert the Bootable disk you did in the drive and reboot.
