She told me to "Skip This Step" then screen here and it worked (when I had tried that before, it did not work, but that was before the deactivation was made for the computer on which crashed).   I'm not 100% sure, but I don't think you should have to change your password to recover your gamertag. However, if you have forgotten your password, then that's a different story. Also you should be dealing with xbox live support instead of windows live because they are the one who can access your account. Try xboxlive.com then go support here.
