Error 0x800CCC0D means that the server is not found. Error 11003 socket is usually a DNS error: the name of the specified server does not exist or cannot be translated into an IP address. All of a sudden I can no longer send emails from Thunderbird. Works on other computers running windows 10 but not this one. I can still receive emails. Tried to disable windows defender and windows firewall. Uninstalled and reinstalled Thunderbird. Accounts deleted and then added back in. Is still unable to send emails.

I just tried to telnet your provider, but it does not respond on 587 (as it has been filtered). Tried other ports and they seem good.
Try to use SSL and port 465 instead of 587 and tls.

It is highly unlikely that removing OE and add it again will help it.
The message "connection refused" says unambiguously that the server aamtaout04 - winn.ispmail.ntl.com does not accept connections on port 465. So either you have the wrong specified server, you have the wrong port specified or the server actually has a problem, despite what tells you the mail service provider.

There are three computers in the opffice, 2 have windows 7 and the other is XP. Both with windows 7 suddenly will not send emails on windows live mail. all three are on the same network. I contacted Norton to see if that was the problem and they came to the conclusion that it wasn't Norton but the ISP or Windows Server problem. It receives very well but when you send a message, it will then an error message appears (554 5.7.1 rejected database end user not allowed to relay).
There is no new software or hardware installed!

I use the latest version of the EL CAPTAIN 10.11.04, just updated software, and I can not send my emails is to show only SMTP error can not connect to the server.

Step 1
In the Mail menu bar, select
