I don't see what Windows 8 build must do with OE on a XP machie. Have you tried to download?Right click on the desktop | New | Shortcut. Navigate to "c:\program files\outlook express\msimn.exe". Click next | Click Finish. It will be a new shortcut on the desktop. -

Your answer is completely wacky. While searching for a resolution, I found another thread on Norton forum that showed an error in the ComFix script. Once I fixed the error in the script, and he ran, the problem has been resolved.
If a simple script can solve this problem, why is it not in the Microsoft KB? And why you suggest all these fixes out of the base so I needed to restore a CAB file from a backup?
Found a similar to KB2481190 fix:
"If you're in a scenario where you have already migrated and have corrupt COM +, you can use the following as a script to restore the repository COM + original. Copy the text indented following in Notepad and save it as COM_Restore.vbs:
