New iPad 2 Set Up Air

Just bought a new iPad 2 Air to replace an old iPad 2 (which iOS 9.2). My old iPad has been saved using iCloud and sync with iTunes. During the implementation in place of the new iPad that I came to the part where I can choose which device to use iCloud backup (we have 2 iPhones, another iPad and iPod), the only one that I am allowed to choose is the iPod.  It will not take me my old iPad because 'iOS 9.2 is required '.  My old iPad IOS being up to date, I'm guessing that the new is not. If I set up my new iPad like new and not download data from my old iPad via iCloud, I'll be able to upgrade to iOS 9.2 and then transfer all my old iPad?

Configure the iPad 2 air as new and update just like you said. Then go to settings > General > reset > erase content and settings. Now set up the Air this time using your backup to iCloud.

    You must update your new iPad 2 air to the latest version of iOS.

    Settings > general > software update

    Once you're on the latest version, you will be able to restore your backup.
