This error message may also appear if the BIOS did not allocate enough resources to the device (for example, if a (USB) universal serial bus controller is not an interruption of the BIOS because of a corrupt MPS (Multiprocessor) system table). +

I put t know if you have changed something or add an additional device, but it would be very interesting to know if the same error message appears after the reinstallation of the OS.
You can use the Toshiba Recovery CD/DVD of restoration!All the drivers, the tools are already preinstalled on the recovery CD so the entire procedure will not take very long. about 10 min.
Check this box and report if the same error is displayed on the laptop with the factory settings!

The Code 10 error code is generated when the Device Manager has not enough information or error that spread upwards by device drivers is not recognized by Device Manager.

Error code 43 in Device Manager.
I have a 43 error that keeps appearing and disappearing. USB devices worked for a day then stopped working since. It started sometime in March, and now they are not coming back. The USB mouse lights up as if it was on and lights up when you move like its supposed to do but it still does not work. The keyboard does nothing. I am currently using a ps/2 keyboard. I have a Windows 8 Inspiron 660 computer with a motherboard Asrock z77 pro4 and a gtx 275 graphics card. Although my windows is not 'true' so to speak I bought it on its Web site. I have also 2 monitors connected, one to the motherboard the other to the graphics card. In Device Manager, the "unknown devices" are sometimes there and sometimes not. So far, I have tried
- Uninstall the usb ports controllers.
- Download the latest drivers for my device.
- Update the computer several times.
- Unplug the unit and plug the usb devices.
- Plug my camera on other computers and they worked,
- Connect the other devices work in my computer that did not work.
- Thanks to the Fixit kit which does not work.
I was wondering if I pay for support and it does not solve my problem I would get a refund or not. I have also to documents on when usb devices worked.

Remove the old webcam driver and reboot the laptop.
Run CCleaner to clean the registry and Windows
Stop and try again
Install the latest driver from the Toshiba page. -

CS4 is REALLY OLD and can not (probably won't) works with Windows 10
An idea that MAY work to install or run some programs in Windows 10 old... works for some, not for others
