  Bob, you can proceed as follows which allows different devices to be chosen for different applications in Windows:

  Close all programs, are preparing to open the first program which will use headphones...
  -Right click on the Volume icon and select playback devices

  No, it is not a normal behavior, sounds more like an error by the customer.
