I am the administrator of the system and for some reason if I go to OAM any menu item I get the message of

I am entitled to everything.  I signed as long as me and not the system administrator.

If I sign with the sysadmin, I am able to access it.

RDBMS: 11.2.0.3.0

Oracle Applications: 12.1.3

It must be something with the grants/roles assigned to your user - compare SYSADMIN should check.

Also, please check the application logs, you will find more information about the error.

    You need not run Hello service to have iTunes on your computer.

    You can look in the event viewer and see if there are errors on iTunes or the Hello Service.
    By default, the Hello service is started and the startup type is set to automatic.
    The path to the executable file is: C:\Program Files\Bonjour\mDNSResponder.exe. You can search and find this file?

    I find a 3rd party software removal tool and then have it remove all traces of iTunes, including the Bonjour service.
    Use the control panel to uninstall iTunes and software components in the following order:

    1. iTunes
    2. QuickTime
    3. Apple Software Update
    4. Apple Mobile Device Support
    5. Hello
    6. Application of Apple Support (iTunes 9 or later)

    Download the latest version of iTunes for Windows, and then try to install again.

    This problem usually occurs in one of the following scenarios:

    • The system group doesn't have full control privileges.
    • The Everyone group has full control privileges.

    Try to give a full permission to the installation of the program files folder. Then, try to install the application.

    1. As stated in your question, go to the location: C:\Programdata\microsoft\windows\startmenu\programs
    2. Right click on the folder to , and click Properties.
    3. Go to the Security tab and click Edit.
    4. Click on Add.
    5. Type everyone in the space to enter names.
    6. Click check names , and then click OK.
    7. Checkbox control in the list of permissions for all the world.
    8. Click apply and then click continue on each pop-up you receive later.
    9. Click OK.

    After having done with the above steps, try to install the program and check if the problem persists.
