  Hi my friend, what I see just do it in a very complex way. Try to keep things simple and use masks in a different way. First ask yourself why you need this exact order in your layers. Very often, you really don't have a specific order but use masks appropriately. I mean: hide the parts of the image.

  If you really need something more complex, try using layer groups and add a mask to the group it self. This can give you a more complex level of masking. I can help you more specifically, but I need to understand why you need this order, or who is your final goal.

  I was a fluent user of Ps for many years but am trying to get my head wrapped around Illustrator and found confusion.

  There seems to be some weird relationship between order and diapers and I can't get a mental model of what is going on.

  One of the most common points of confusion is the result of Photoshop users are trying to apply their concept of layers to guide drawing programs. They are quite different constructions.

  As with most raster imaging programs, a Photoshop layer is essentially another raster image stacked in front of the bottom layer as you work in the program. All layers have the same resolution and alignment of the pixels. Layers ends by becoming "flattened" to a single raster image when you export to a raster interchange format. So you can kind of think a Photoshop layer as nothing more than a different set of color values aligned with pixels of same and what you see on the screen at a given time is just a mathematical combination of these pixel-matching values, depending on how the layers are currently defined to interact.

  A vector drawing program creates something totally different. The document is a sequential list of discrete objects (traces, images rasterized, text blocks). They are independent. For example, the document may contain raster image objects a dozen, and each has its own resolution. They have even to align pixel for pixel, because they are objects individual raster, not only different sets of color values assigned to the same set of pixels.

  Layers in an oriented program object (vector drawing programs, page layout programs) can be thought of as nothing more logical "brackets" you put around any contiguous subset of the stack of objects. A group is the same. Objects in a layer or group are always contiguous in the stacking order z. Just as you can nest pairs of brackets inside another pair of brackets, you can also nest layers within layers. Groups are on layers, so are considered a type of object, even though they may contain several objects.

  I finally got my problem solved.

  I have my master ordered, pages so that everything in the header on each page is in the same folder of layer named "HEADER".

  And this belongs to the content as well. So each content (in my case, it's just background) is located in the CONTENT folder

  On the pages live with change of content, I have also all content in the CONTENT folder.

  Yes. The order of layers is applied, regardless of the primary residence or Document Page. Make a top layer and put on your Master Page items.

  In Adobe Illustrator Draw, you can rearrange the order of the drawing layers long tapping on the layer you want to reorder, you will see the menu option to increase it size a little, then you can drag and release the layer to the order of your choice. I followed the tutorial of effect bubble random animation found here: http://the-dude.co.uk/tutorials/flash-tutorial-on-creating-random-animated-bubbles-as2/ and the effect itself is exactly what I need. However, the bubbles appear on top of all the rest of my animation film (other graphics, text, etc.), and I need them to appear in the background only.  Even if I change the order of layers or create a mask, the bubbles appear ALWAYS above everything. Any suggestions on how to fix this?
