I write on behalf of the client. Here are the error messages: "Outlook Express could not be started because MS0E. DLL cannot be initialized. »
"Outlook Express could not be started.  Cannot open the application.  Your computer may be out of memory or your disk is full.  Contact Microsoft support for further assistance 0x800703E6, 998 "

Folders.dbx is probably damaged.
 
In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer. Tools | Folder options | View.
 
The path to the message will be very similar to this:
 
C:\Documents and Settings\Your User of utilisateur\Local Settings\Application Data\Identities\ {long string of letters & numbers} \Microsoft\Outlook Express
 
With OE closed, find the Folders.dbx file and delete it.  Another will be created automatically when you open OE.
 
Note these possible side effects:
 
When you re - start OE, it will build a new index of all *.dbx files it can read and create a new Folders.dbx. However, understand that you will lose the mail directory structure and message rules will probably have to be edited.

    Last night, everything seemed normal. When I try to open Outlook Express, I get this message. (0x800700C1, 193) "after this message, the message above was posted. I bought and ran a program called FixCleaner with the same results. I also cleaned my disk and more 66 G remains to use and have a lot of available memory.

    Thank you all for your help, but I gave up and took it to my computer guru and fixed it. He said there where a few old accounts in the computer and registry was messed up and it solved the problem and now it works.

    The file in which outlook express stores messages are filled, so the error code.  I suggest you to change the location of the file where the messages are stored.

    Perform the steps mentioned below and check if this is useful:

    Method 1:

    (a) open outlook express

    (b) click on Tools.

    (c) click on options.

    (d) go to the maintenance tab and the store file.

    (e) click Edit.

    (f) c/documents and settings/directors name/outlook express contract

    (g) restart the computer

    Method 2:
    if the problem persists, perform the following steps:

    (a) open the Windows Desktop Search Options

    (b) click Edit and clear the checkbox next to Outlook Express.

    (C) click on 'OK', then 'close'.

    Jump here (nothing Bruce suggested is false), I did a search and found this old article (http://support.microsoft.com/kb/245419), which indicates that there is a bad entry under the identity key in the registry (see www.oehelp.com/backup.aspx for background).  So if it's a big problem, you can do the steps suggested in this article and that will fix it.  Or if you have just one account, then backup your settings and the identity key and then delete the identity key and then start OE and it will establish a new, and you can then set up your account again, and then import the messages from the older directory.  But it does not indicate the major corruption, so you can just ignore it.

    Update of security hung up during installation. I waited 12 hours for the update complete and nothing happened. Whe I reboot XP P4 syster, I get the Message from messageError: Winlogon.Exe could not locate component. This Application did not start because Comctl32.Dll was not found.

    Re-installed SP3... Installed hard drive then... cloned old drive and new drive... After several updates, it seems to do very well. Tried several programs/operations and seems normal. One day turned but didn't have to build another system or this one back up.  Thanks for the idea.     F

    If Bruce's response does not help, then move all the dbx files in the message a directory of storage for OE will create a new message store.  Then see if that solves the problem.  If this is the case you can use the file | Import | Messages to get from the directory to which you move them.

    Outlook Express comes with the Windows XP operating system. It's an e-mail with Windows XP client.

    With Windows Vista email client is Windows Mail.

    If you are just wanting to get rid of the annoying popup, try the following steps:

    -Click on the Start button
    -Click on run...
    -In the "Run" dialog box... ", type: msconfig
    -It will jump to the top of the window "System Configuration"
    -In the window "System Configuration", select the tab "start".
    -In the first column (startup item), Ahmed to the bottom of the list and search for "Hphmon06.exe."
    -(Ex: «Startup Item»---«Hphmon06»)
    -If you are unable to locate this name, expand the column "order."
    -In respect of the 'Command' column, scroll down and look for the path 'Hphmon06.exe '.
    -(Ex: «Command»---«C:\Program Files\Fichiers Files\HP\hphmon06.exe»)
    -Uncheck the question to the left of the box, and then click 'OK '.
    -More than likely, a box will appear asking if you want to "Reboot now" or "restart later".
    -Click "Restart now" and see if the popup box boring will disappear when you connect!

    Who is your mail server? Usually, what is after the @ in your address. Windows is not a host name, account or server.

    I try to install 10201 (32-bit) on windows server 2008 (32-bit).
    I get this error when I click on C:\10201_database_win32\database\install.exe


    pop up comes with message
    "oui.exe - Unable to locate component".
    X Application failed to start because appHelp.dll was not found.
    Reinstalling the application may fix the problem


    My question is "How do I install this app?

    Installtion logs give no clue. And installtion fails with meaasge send files of the unknown to oracle.

    Which is good news for beginners.

    Normally, restore bak files are a little easier, but since you had to create a new identity, you must import them manually.

    Open the trash and all the bak files, you must drag the desktop.  Do not use the option restore.

    You will need to rename them, and create the corresponding files in OE to their housing. It is not difficult, but read carefully and just do one at a time.

    If you do not understand the instructions, post back before trying. You can drag an additional bak file on the desktop that you need not just to a series of tests.
