I have a HP 8000 Elite (which is similar to the 6000 Pro) as my PC Backup. I've just pulled up and I see that the hardware ID's for devices are aligned with those of the pilot I posted.
So, you will need to manually install the driver I posted first you said did not work in Windows 7.
Here is how to do this.
Download and run the file (sp45367) again. Conclusion of any windows error.
Now, implying that you have installed W8.1 64-bit.
Go to Device Manager and click on the device serial Port PCI needing drivers.
Click the driver tab.
Click on set to update driver.
Select Browse my computer for driver and then software method at the bottom of this window, select Let me pick from a list of drivers for devices on my computer.
Select disk, and then navigate to: C:\SWSetup\sp45367\SOLinf\mesrle, and then select the administration technology Active Intel (r) - device of GROUND in the list and the driver should install.
The hardware ID for my 8000 Elite PCI Serial Port is PCI VEN_8086 & DEV_2E17, and who should be the same as yours.
If you have installed 32-bit Pro W8.1 find the mesrl file instead.

PCI serial port driver download problems
Our Clackamas Oregon model RR club has two laptops for Dell Optiplex 755 purchased used in a recycling shop. One who communicates with our layout, power supply via the serial port of NCE has stopped communicating and Windows Vista Device Manager indicates that the PCI serial port driver is missing and also the communication controller simple PCI and PCI bus controller drivers. I searched for hours on the download site of Dell support for these drivers and cannot find any help. I even ran a Dell diagnostic package and it reported no problem. Any suggestions or how to find the correct drivers is greatly appreciated.
It is a common problem with the INTEL AMT drivers that are not native to ANY version of windows.

All Win XP drivers are available on the European driver Toshiba page and the serial port driver is also available.

I currently have XP SP3 ghost windows HP RP5700 image and I transferred it to the new machine RP5800.
All devices in Device Manager are now installed except one!

I'm guessing that is missing one of the Intel AMT components.

Just upgraded my HP DC7600 for Windows 7 32-bit and have an unknown device in Device Manager. This is the Serial Port PCI.
I searched everywhere for a driver and I met once (to install on an another DC7600) but can't seem to find again for another DC7600
The vendor for this item ID is INTEL.
I tried installing the INTEL chipset drivers and no luck.
HECI and his pilots have all be installed and working.
Someone met by this one?

But RESOLVED to do more research!
It's the Intel Local Management Service (LMS) and the support of Serial-over-LAN (GROUND).
I used the 32-bit driver for Win Vista and everything is good (had to manually update driver):

I am restoring a 741722U T400, put Windows 10 on it, and I can't find one of the pilots. Enter the properties for "PCI Simple Communications Device Manager", I find that the seller is "8086" (Intel) and the unit is "A 2, 44. I can't find anything on the Lenovo site. The laptop seems to work correctly (with the exception of the enclosure, which must be cut off as the audio jack works) and all other drivers were installed and updated.
