Peripheral Audio USB-Mulit-channel has a driver problem and PnP device problem.

I try to use the blue ice pre - amp for recording. Under channel-Mulit-USB Audio Device, device status, it displays "this device cannot start. (Code 10) "once I start the troubleshooting process it shows that even after reinstalling the driver it still does not work and that there is a problem with the device PnP I already tried to uninstall the driver and restart my laptop to let windows try again but nothing works.  Please help D:!
