  As you read, it's the companies that control the release (via the official methods) of packages of OS to their end-users... so is the logical place to ask your question, I think with them. Indeed, the 10.3.1 branch had I think 4 releases more given that the one you are on, and there were 10 in the 10.3.2 branch... so your OS is indeed quite old now (and, if reports here should be used as an indicator, this version was also very problematic indeed).

  But you also involved information it is important to keep separate. 10.3.1.1779 is a "software version", while 10.3.2.2339 is a value of BONE. They are different things, and depending on who you are chatting with or what tools you use, it is important to work with the right pair. Via the toolsets official (LINK, OTA updates, Update Web site), SR it what is used.   You can choose the sizes of 'A' in your North American version, and you can change your default measurements in mm in the preferences. Do it with no file opened to do island by default for new work. Even if you have no docs open, go to the paragraph Styles Panel, change the [standard paragraph] style and change the drop down menu under Type advanced for English language: UK to use the UK dictionary for spelling and hyphenation in new files, too. It would also open the character Panel and check the drop-down language, it is also configured for English: UK.

  This is not the same thing as choosing a dictionary in the prefs - which actually has nothing to do with the language assigned to the text, but is a means of selecting one of multiple dictionaries to use for a particular language when more than one has been installed. The language itself is an attribute of character level and you can have several languages in use in a single line of text (useful for spell of foreign words). Unless you make a change, any new text or text that you place has no assigned language will automatically have the default language that you just put.

  If you're referring specifically for models with screen, those who are not necessarily indicative of what will be the markings on the new phones purchased it. These are demonstration devices that have been specifically configured as such and shipped to stores, very probably the United States. Keep an eye on someone buying a new phone in the store and take a look at the back. That will tell you what you'll see.
