  The usual advice are something in the sense of "something has been disabled in the group policy...". ", and it is probably true that something has been disabled, but you know what something is and what it takes to do about it.

  If you are using XP Home Edition, you will get away with advice to use the Group Policy Editor, because there is no Group Policy Editor in XP Home and that really doesn't tell you where to look in group policy, even if you run the Group Policy Editor.

  You need a complete solution that works for all versions of XP and requires no hunting around in the Group Policy Editor or registry to find where things are that have been disabled.

  Unless you have disabled these things on purpose, chances are good that your system has a malware infection.  The malware knows what tools you use to try to find and remove, for the malware disables the things you are more likely to consume and prevents them from running if you can't find the malware and remove it.

  If your system has this kind of affliction, all malicious software tools you currently use or have used failed to protect your system so that you can expand your horizons malware detection and prevention to prevent these kinds of afflictions in the first place.

  The malware will be happy you trick into thinking that you need to so something drastic to fix your system - as a facility repair, system restore point or a total reinstallation of XP.  This is what it would be like you, but these measures are not necessary.

  Save the new text file with extension .reg on your desktop or somewhere you can remember with a name you can remember, something like:

  Answer in the affirmative to the question... Are you sure you want to add the information in the registry?

  If the registry editor has also been disabled, we first fix (not a problem).

  Because now you have or have had a malware infection, I would follow with this:

  If you took the photo clips to bitmap format, it will not give you the jpeg format. Only bitmap format will be available.

  You can change the file format of bitmap to JPEG in the iPhone settings. Later, check to see if the problem persists.

  I'm glad that you liked the example.  The layers are gone because I merged, while the PSD would not help you.  I'd be happy to do it again and post it for download if I could figure out how to upload the original photo.  The link you posted pointed toward a slide show and the screenshot of your photo, I made was a really low resolution.

  To energize the fast color photo I duplicated the background layer, set mode to multiply fusion and merged the two layers, but normally I would have loaded the photo in Camera Raw and made the adjustments there to give the picture more contrast and brightness...

  The effect of light, I duplicated the layer and set the blending mode to screen.  Then I reduced the opacity to the desired lightness and added a layer mask. I filled the layer mask with black, and with the still selected layer mask, I used a white brush to paint on the face area, which makes this area appear lighter.

  I have merged all the layers again.  To make the background blur, I duplicated the layer and added a (Filter - Blur - Gaussian Blur) Gaussian blur.  I added a layer mask to the blurred layer and with the white mask layer selected, added a black to white summary in the mask down to mask away the blurring of the background of the photo. With the always selected layer mask, I used a black brush to paint on the costume and the baby to hide away the blur.

  In Camera Raw, I cropped the photo and added a sticker to darken the edges and corners a bit.

  Your recent photo (in the last 30 days) should be in the photo stream assuming that you use.

  Otherwise you can just clean up the phone (settings > General > reset > erase all & content settings) and restore the phone again to a more recent backup.

  Vanessac1111111111 are you able to reopen Photoshop using the steps listed in Creative Cloud help | Launch creative apps Cloud?  If this isn't the case, then I recommend using the steps listed in CC Office lists the applications as "up to date" when the no installation not to reinstall Photoshop.

  Closing or opening Photoshop Lightroom will not affect your photos.  They are still saved on your hard drive without worrying if Photoshop Lightroom is installed or not.

  Have you checked the album "recently deleted?  You may have items there are still in need of storage. Try, if empty this album will allow to download all items. If you can free storage in this way, try again to turn pff iCloud photo library.

  Before you turn off the iCloud service, disable 'Optimize storage', it is now possible and wait for the items to download to your iPhone.

  If it still does not work, you have a computer as well?

  Then connect to your iCloud to www.icloud.com web page on your computer and launch the Photos.app it.

  The Photos.app allows you to download all the photos and videos in a folder on your computer to back up everything on your computer.   Once you are sure you have copies of work of all the photos and videos remove some of the pictures that you don't need on your iPhone using the web interface.  Delete enough information to be able to disable 'optimization of the storage.
