PowerEdge 2900 Fans full speed, amber LCD but no text

I have a Poweredge 2900 which powered on and boots. But fans come to full speed and the front LCD is amber and speechless. He pitied the Remote Access Controller initialization failure. It starts up fine otherwise fine.

I tried updating the BIOS to 2.7.0 and disconnect all power and remove the CMOS battery. But I can't always clearly the problem.

    As suggested by Theflash1932, the intrusion switch may be damaged and located on the Bay of housing Center fan. It cannot be replaced as one of its components. See the image below.
