When I start my computer, a message will come on indicating ' preparation set up windows do not.
Turn off your computer. This process continues and does not set up, so I start in safe mode. How can I correct this situation?

This screen appears when you have pending Windows updates must be installed on the system or when you installed the Windows updates on the system.

Method 1:

As you said that you are able to boot into safe mode. I suggest you to uninstall the updates that are installed on the system. Follow the steps mentioned below.

    If you are able to boot to the desktop in mode safe mode try Method 1 if one does not work follow method 2.
