Same here, but I can have a work around. Had a Windows 7 BSOD twice in a week. Both times the Windows Action Center reported that he had a solution, but when I clicked on the link to view the solution, the Details of the Message screen says he was unable to download the solution and told me to check my Internet connection. Clearly not the problem. I clicked on the link "see all the problems that this applies". Check-video equipment 2 errors and the other "stop unexpectedly" (BSOD). Workaround: in an event random dumb luck, I clicked on the back arrow at the top of the Action Center to return to the display of the details of the Message, and as if by magic, instead of the same message on checking my Internet connection, it displays the solution! I could have called statically AEv.vi inside the Test2.vi to generate an event... but the path that comes is decided when running... (I have many live similar to AEv.vi...) .. who decided at run time...)
