    It is a symptom of a corrupt user profile.  When Windows detects a corrupted profile, he creates a new temporary profile and continues to log.  Whatever you do, do not save critical files under this new profile.  Recovery is fairly simple and involves the creation of a new user and moving files over to the new user.  Moreover, sometimes a 'chkdsk' or 'System Restore' operation will restore the original profile.  The following articles describe how to recover from a corrupted profile.  Choose the one that suits you best.

    It could be that your video card has been set to a setting that your monitor does not support.  When you start using safe, try to change your monitor configuration to something different.
    Right-click empty space in desktop-> properties-> settings (tab)
    I suggest to change 'screen resolution' to something different.  No matter that you don't have many choices or screen looks terrible in this resolution, but simply change to something different and "OK" your way out.  Then, restart your computer in Normal mode and see if it displays now something.  If so, then change the resolution to anything that works for you.  You'll probably have more choice in Normal Mode.
