  If it was always this way, it could be a manufacturing defect or your advanced display settings may be incorrect. The latter can be determined according to the settings/Advanced/display/personalization in the control panel settings. If the problem persists, then the fault is in the video card or display drivers.   The other 64 serves as video ram and it's perfectly normal.  This isn't the reason why the computer is slow.  You have an old operating system, with very little ram, and I'm sure that you use a lot of app.
