Reinstalling the software Vista (without a disk) so that I can access Word Documents etc.

I was advised to "clean" my computer, check and delete all viruses and start again.  What I've done (at a cost).  All of my documents were recorded on an external hard drive and subsequently reloaded.  Now, I find that all the document names appear, but the files are not accessible.  I can't even open a new document file.  What to do next?  How can I reinstall my Vista software without a disk? Help, please.  It's like Chinese water drip, drip, drip, torture...
