  The folder is empty, but in fact, it contains the hidden files and folders. Files and folders are created and used by various applications. But, if you are sure that there are no file or folder even if you enable the display of the hidden files and folders, with the files and system files, (it's very unlikely, but it is likely), you can delete the folder, but pointed out that the folder will be created again.

  WER is the abbreviation of Windows Error Reporting (WER).   AIR should not create additional files in your folder program files, it's something you're doing programmatically?  If so, you can consider using File.applicationStorageDirectory instead due to permission issues, you will have on the newer operating systems.

  As for uninstalling all files (even), this is something you can consider using a native installer to take care.  Installer AIR not being aware of these data, it won't know of to remove on uninstall.  Instead, you'll want to create a custom function in a native installer that removes these files/folders and sub launches AIR installation/uninstallation.
