All the above services do not solve & due to this FSMO roles are

    Further investigation found that file "sso.cfg' in the config directory is the first cause, either rename file 'config' to something else or
    Rename the file 'sso.cfg' located in the folder 'config' to something else so that my request to start.
    File 'sso.cfg' is a SSO configuration file, we use LDAP (active directory) to manage users and their privileges.

    Usually when you see messages like this when you start the computer, this means that a file has been uninstalled, but the reference to this file in the startup list remains intact.

    When the Start Up of the list (the programs that start when the computer starts) is read the system searches for this file and of course can't find it, you see the "not found" error message

    Press the Windows Logo key + R to start the box run.

    Type msconfig.exe in the Open box, and then click OK.

    Click the Startup tab.

    Expand the command column and look for the line with the same name of _NowIntoDT.vbs .

    Remove the check mark from this line.

    Click apply/OK.

    Restart the computer.

    Let us know the result.

    You can check that you spelled the file correctly?  I wasn't able to find that everything about this DLL.  If you have any specialized software it can be part of that.  But something during startup tries to call this file and find do not.
    You can make troubleshooting by performing a clean boot.  Here are the links that will explain the process in detail.  Short of this, you disable the elements of all Microsoft and if the error Stops, then add points back until you find the program\process which is the cause.

    I recently had just some malware on my Vista saying that it was infected and that it had been hijacked, but I just ignored and finally got rid of him, but now that I managed to get rid of it none of my executables will be run and the touchpad scroll my mouse touch (I have a laptop) now no longer works.  And I can't access settings of the mouse because whenever I try an error pops up saying that the Rundll32.exe is missing.  In any case, the malicious software that I've been having troubled by claimed to be Vista (don't remember if the next word was security or anti-virus) - but it was called Vista? 2010, Vista Security 2010 thing.  However, I can never remember install such a file, and I don't have no automatic updates so if I got something like that Microsoft it would at least go back to 2009, if not 2008.

    You obviously put a lot of work into this response, but the OP will not be able to run any executable at this stage and your malware removal steps are incorrect. The only part you're right was that the OP has been infected by a rogue security program (not ' red').

    These can work for you, and all can be good. However, in many cases the computer will also infected with other horses of Trojan and protected by a rootkit. These machines are extremely difficult to clean. If your machine is one of these cases, either the interactive assistance to one of the specialty forums listed in the link below, OR take your machine to a professional on the local computer OR backup your data and do a clean install of Windows. It's your choice. I do not recommend using BigComputerStore/GeekSquad types of places.

    Devrtl.dll error indicates that the associated devrtl.dll files in C "\WINDOWS\ is missing or corrupt."

    It is clear that devrtl.dll is a dynamic link library (DLL) file for Windows systems. Devrtl.dll of fixing missing or repair corrupted is not so difficult.

    We know that XP likes to keep the backup copies of critical system files in this folder:

    c:\Windows\System32\dllcache

    Knowing this, start in Recovery Console XP using your genuine XP bootable installation CD or if you have a genuine XP bootable installation CD, you can make one (no XP media required).  If you don't know what type of bootable media, you, do a CD of bootable XP Recovery Console and do not forget.

    If Yes, you want and are not in possession of a genuine XP bootable installation CD or a CD from Recovery Console XP bootable, the instructions to create a bootable XP Recovery CD of Console can / will be provided before any questioning begins.

    You can replace the missing file or suspect the XP Recovery Console by entering the following command:

    Copy c:\windows\system32\dllcache\odbcint.dll c:\windows\system32

    Answered in the affirmative if invited to replace the existing file and then you should see a message that 1 file (s) has been copied.

    If you get some type of a file not found message, the file is easily replaced using other methods.

    Remove the CD and type "exit" at the Recovery Console prompt to restart the system.
