Rules of Windows Firewall: enabled v. not activated, leave c. block, when used in combination.

In the rules for inbound Windows Firewall, what is the difference between these 3 settings?

1, 'name': 'DHCP Server wireless PAN', 'Enabled': 'Yes', 'Action': 'Block '.
2, 'name': 'DHCP Server wireless PAN', 'Enabled': 'No', 'Action': 'allow '.
3, 'name': 'DHCP Server wireless PAN', 'Enabled': 'No', 'Action': 'Block '.

Details.

This defines whether the server DHCP Wireless PAN can use 'Protocol Type': "All", through "Local port": "All Ports", "Remote port": "all the Ports '.

For which the firewall settings: will of 1 or 2 or 3, a Wireless PAN DHCP server (probably external) have access to my computer?

So the question is: since there is no 'Action' taken, the firewall will leave packages or it will block the?

In other words, what is the default Action?

    I believe that my son's computer has been infected with the Trojan.Agent.Ed virus.  I managed to remove it (from different folders in AppData), but a few vestiges remain of course.  The windows firewall service does not start - it throws an exception to access denied on startup and when I try to start the service manually.
    I tried to run the Sysinternals Process Monitor to display all events ACCESS DENIED and checked the permissions on the key to registry MpsSvc in HKLM\System\CurrentControlSet\services and compared to a corresponding Windows 7 machine.  I've even exported the key MpsSvc and sous-branches of the laptop in good health and tried to import into a failure, but the import does not seem to occur, even if it gives a message "imported".
    I also tried the troubleshooting of Windows Firewall that confusedly says:
    "Windows could not start the Windows Firewall... Not fixed
    "Set permissions for the registry keys involved"... succeeded
    "Windows Firewall service is not started. Not fixed
    "Starting the Firewall Service"... succeeded
    Any ideas would be most appreciated.

    You should probably flatten and reinstall.  The fact that the system partition is #2 suggests that this particular Dell has a hidden restore partition.  Dell support site seems to have a lot of broken links at the moment, but in general:

    Reboot and when the Dell splash screen appears during the computer startup process, press and then press . Then release both keys at the same time. Which should help you in the PC Restore application where you have to follow the guests.

    I bought a copy of airborne for my 32 bit vista system and found initially that I had to do a few tricks to install and play it like UN-installing ageia phys-x, it was simple enough.     You can try to download the Windows Installer Cleanup utility and try to remove the game, and then reinstall it.

    No way to know with certainty that we can not be sure why it doesn't work.

    You have not a 3rd party firewall installed do you? If so who would block the windows
    Firewall.

    Reset all Services to default values.

    If necessary try a repair Installation that allows to maintain the programs and data
    Although redundant backups are always a good idea. (Remember to do all the previous
    steps, as if these parameters and conditions are not correct it has less chance of
    help solve the problem.

If so back up your data and recording at least and then study the reg keys mentioned, so if it looks promising consider giving it a try.

    As I say, with corrections of reg, its best to back up your system, or at least your registry and important data first, just to play safe.

    It can now work. I launch tdsskiller and what he said, restarted.

    Try to clear the Cache of the Store
    In the office, click the right button the start screen (lower left corner)
    Click run.
