Of workaround I posted in another thread, but it should work in your case too.
Press F8 immediately after that the laptop has been turned on.
Then choose the first option called fix my computer.
Then a new window should open and there you can choose the option called Toshiba recovery.
Please note then this procedure would start the Toshiba HDD recovery and the BONE to relocate again. This would be to format the whole HARD drive and set the OS to the factory settings.

I was check the status of the Windows Firewall and I got a message saying "update your firewall settings" and "use recommended settings" option. However, when I click on this option, my cursor is occupied for a while, but nothing happens then.

If you have a malware infection in not too distant past, this could be a relic.
First, run Disk Cleanup to rid the system of temporary Internet files. These can seriously slow down a Malwarebytes scan.
Then run Malwarebytes.

When I press launch Start up repair that it goes to a screen with a big cursor (that you can move) but nothing happens.

I think its easy to correct, but you'd need a Toshiba recovery disc.
Have you created one in the past?
If not, try to start the HARD drive recovery: turn on the device, press F8. Now choose fix my computer.
Now new window should open, and here you must select Toshiba HDD recovery option. This would create the laptop back to factory settings.
In case this isn't possible, you will need to boot from a recovery disk to reinstall the system.

I tried the menu under the F keys, but all options listed do not seem to do anything. I talked to Dell who ran a diagnostic test on the portable equipment and everything was ok. They wanted then £70 the issue above which I am unhappy that have not had the laptop for a year yet!

I suggest that you access the system recovery options using a Windows Vista installation disc and do a startup repair and if this fails, you can do a restore of the system from the Windows recovery environment.

To change or restart the Service (BITS) Background Intelligent Transfer
Open administrative tools by clicking the start , clicking Control Panel, clicking system and Maintenance, and then clicking Administrative Tools.
Double-click Services. If you are prompted for an administrator password or a confirmation, type the password or provide confirmation.
Right click on the service of Intelligent Transfer (BITS) background and then click Properties.
Under the tab general, next to startup type, make sure that automatic (delayed start) is selected.
Next to Service status, check whether the service is started. If not, click Start.

I suggest you change the mode of RAMA to IDE in the BIOS. You can contact the PC manufacturer for assistance.

Please provide the error screenshot more better assitance. Also, try this:
Try to copy and merge the audio from another Windows 8 or better service.
You can do this by going to the Registry Editor (make sure that the other computer is also a 32-bit system)
Go to HKLM/system/current control set/services/audiosrv click audiosrv and then on the file menu, select export and save the file to a USB key or drive.
While copy on your machine and merge. Then restart your system.
Otherwise reset Windows 8:
