  First, remove the battery and unplug the AC adapter.

  Here are a few things to check.

  Right-click in the battery icon in the taskbar, and select Power Options.  Click on change settings for the plan alongside your selected power plan, and in the next window, click on change advanced power settings.  In the advanced settings window, expand display, and then expand Enable Adaptive brightness - make sure it is set to Off for on battery and sector.  Click apply then Ok to save the configuration changes.

  If this behavioue happens only when on battery power and you have an Intel gpu, open windows control panel and on the top right, next to the display by: select "large icons".  In the new page layout, select Intel HD Graphics.  Click the power and in the next screen, select on battery in the left pane - under the Display Power Saving Technology option, put on Disable.  Click on apply and then OK to save any setting changes.
