  A data file contains several extensions. A measure is made up of several blocks. It would be silly to Oracle to keep a register in dba_extents/dba_free_space for each block. A line from dba_extents/dba_free_space represents a group of blocks from BLOCK_ID and extending to BLOCK_ID + BLOCKS-1.
