  The taskbar seems to freeze whenever I use my laptop. I try to click on something like the volume and it freezes, I then gives me the option to restart windows Explorer, close windows Explorer, or waiting for the program to respond.   I was told that I needed this folder in the hard drive to create my recovery disk

  Is it possible that I can always CREATE the disc or the folder to DOWNLOAD/PURCHASE to use for the recovery process to create the disc?

  I think you should first check if there is an ODD firmware update.
  On the Toshiba European page driver you might find updates firmware for different CD/DVD drives.

  You should check your CD/DVD drive and a compatible firmware is available, then you need to update this
  If there is no update firmware, then you must try different discs from different manufacturers to create a recovery disk.
