I noticed that on some computers laptops Toshiba, the screen refresh rate is fixed on 60 Hz.
The screen refresh rate is not important on laptop screens.

    As far as I know, this value is fixed and you cannot change it.
    Even if you update the driver, it is not possible to increase this setting on an internal display.

    Just so a while ago I tried to change my screen refresh rate so that a program can open properly because it seems always just for a fraction of a second, then stop again without any error message or anything like that. Then I did the standard thing we do when refresh rate of the screen: the screen resolution-> advanced settings-> monitor-> screen refresh rate. But there was a problem: the only option available is "default material use. Is there a way to get around this? I reinstalled Windows there are hoping to fix freezes - that worked 2 days only, and I'm not quite up-to-date with all the updates/drivers. Maybe that's a problem?

    The driver for your graphics card must contain a 'Custom' option were you can set and test the different resolutions and refresh rates.

    LCD technology is different and standard setting is 60 Hz. In my opinion you should speak with your family doctor. Maybe you need glasses when working on PC. I have some colleagues in my office who use glasses when working on PC.
