  Go to the Toshiba website and to update the camera/Webcam driver.

  Also try closing/leave the camera software help.

  You should also install Vista Service Pack 1 (SP1), if it is not installed.

  I assume you mean on external webcam connected to the USB port? Right?
  What happens if you connect the webcam to the laptop? Can win 7 recognize the device? Have you installed additional drivers for this webcam?
  Most of the time it s necessary to do so because I think that it s not Plug & Play device.

  I use Windows 7 Home Premium and already reinstalled the drivers of webcam 64-bit through this Web site.   My suggestion would be to remove the installed drivers and install again to see if that solves it, this is clearly a driver issue because it works with another application. I also wonder if there may be an update for the application of the camera through the Windows store, maybe.
