  It seems you have the Activation active locking iCloud.

  You can try signing out iCloud in the settings on the device, and then try the restore.

  If this does not work, you can also try to remove device from 'find my iPhone' to iCloud.com

  Turn off find my iPhone Activation Lock - Apple Support

  If the phone is not listed on the site, it can be locked on a different account.

  Have you ever changed your Apple ID? The iPhone is smart enough to recognize when an Apple ID has been changed. If you have changed your Apple ID without signature on iCloud first, this could be the reason why you have trouble to remove the lock.

  If you have the original proof of purchase of the device, Apple will be able to remove the lock if the receipt is valid.

  Assuming that you have a valid SIM card in the phone, it is more often symptomatic of a phone that has been hacked or jailbroken to unlock.

  Have you tried to restart by phone?
