Service Pack 3, over current, or reformat and reinstall everything?

I usually reformat / reinstall everything on my bench office every 2 years. I did this last box. I see now that there only on XP Pro Service Pack 2. I have the SP 3 Micro drive. Is it better to install SP3 on top of current news, or do a reformat and clean install of everything? I have a lot of graphics Adobe software, no games, 2 scanners etc. Nothing too major. All the boxes get cluttered junk over two years, as we all know. Thanks for any advice.   Rotab
