Cannot access the internet
To open a new account, you must be an administrator. Is your current account, an account administrator or you still have an active Admin account? Go to start / Control Panel / user accounts / manage other user accounts to check what's there. It that account you closed was the only administrator account, (you need to be an administrator to fix this), enable the Hidden Administrator Account (HAA) using http://www.microsoft.com/communities/newsgroups/en-us/default.aspx?&lang=en&cr=US&guid=&sloc=en-us&dg=microsoft.public.windows.vista.administration_accounts_passwords&p=1&tid=d20f9db4-7b2c-48be-a087-7835dc2a9055&mid=d20f9db4-7b2c-48be-a087-7835dc2a9055. If you don't remember the password, try nothing because that's probably what you (or seller) did during the installation. Create two accounts administrator with good passwords (secure and that you will remember).
Once that is done, don't forget to disable the HAA to save it in case it is necessary once again and for safety reasons (since people often try to hack into systems using this account). Do NOT use the HAA as your administrator account because if you lose the only administrator on the system account or it is damaged again, then you're watered. Once this is done, connect using one of the new administrator accounts and you will once more control of your system (but you should always use a standard account for your work on a daily basis for security reasons).

My sidebar is not displayed in my administrator account. A pop-up Windows says 'settings.ini is being used by another process. Close other programs, and then click Retry. "However, no other program does run I know. I'm not able to access using Windows, the window is empty and shows that the site is under construction. Internet access seems to be hampered. This problem is not on my user account on the same computer, and I saw Windows Help on my user account. Also I tried to do a system restore and it was unsuccessful both times.
The profile of the user of this account may be damaged. You must create two new accounts administrator and use one to copy the data from your current account to the new account on the other.

I managed to fix this time by running the Fixit http://support.microsoft.com/kb/886549
Some of the registry keys that repairs this Fixit seemed to have been corrupted by a facility in need of elevation on behalf of administrator halfway through user account. It is interesting to try everything first to see if that fixes it. I always keep a few spare administrator accounts available now.

I'm not able to install all of the gadgets since upgading House from Vista to Windows 7 Home Premium. A message titled "Desktop Gadgets" is displayed with the following message is displayed:

Go to-C:\Users\User Windows\AppData\Local\Microsoft\Windows Sidebar
Then delete the entire folder
Then go up one level from Dir and delete the sidebar directory

Are you saying the problem occurs in a user profile and not another?
What happened when you tried the system restore? How long have you had the problem? You have a restore point from before the problem started?

1. when exactly you receive this error?
2. don't you make changes to the computer before this problem?
You can try to rename the catroot2 folder and check if it helps.
Step 1:
a. Click Start and in run type C:\windows\system32 and click ok
b. find the Catroot2 folder. Right-click on Catroot2 and rename it to Catroot2.old
If you are not able to do the normal mode, try to start in safe mode and rename

Following the advice of another thread, I extracted the file from my Vista DVD and stored in c:\windows\temp, but when I try to copy in c:\windows\system32 I get a message saying that the file is being used by another process.

I install creative cloud desktop application Illustrator on a machine with windows 7 64 bit running in a domain environment. The download begins and takes about runs for a bout 10 minutes and then stops with error: DF024: impossible to preserve the original in "C:\Program Files\Adobe\Adobe Illustrator CC 2014\Support Files\Contents\Windows\AdobeLinguistic.dll" file error 32 the process cannot access the file because it is being used by another process. I am logged on as network administrator, and there is no other apps except a web browser (Chrome) running. There is no other users logged in to the machine.
How can I see what another process is using the file necessary so that I can fix it?

Try typing F8 at startup and in the list of Boot selections, select Mode safe using ARROW top to go there > and then press ENTER.
Try a restore of the system once, to choose a Restore Point prior to your problem...
Click Start > programs > Accessories > system tools > system restore > choose another time > next > etc.

Most documentation refers to the now hidden Menu bar. Like most of the software by pressing alt or F10 applications reveals hidden menus bars.
I suggest that you put the Menu bar so it displays all the time.
The Menu bar, select View-Toolbars and click on the menu bar.When you get to the setting of the account go to the bottom of the list of accounts on the left side, then click outgoing server (SMTP) to view and change this info.
You can also get to the account setting by clicking with the right button on the account in the left pane and the selection parameters.
If you use the messed up AppMenu button, click on that and hover over the Options. The choice of the account setting is displayed. -
I quit all other applications and anti-virus programs.
Thanks for your suggestion. I ended up getting a copy of Windows XP and do a reinstall and finally got to the system in place and run again.
