  To open the window to customize the toolbar, do one of the following:

  The majority of the envelope is plastic, so you should not receive electric shocks from your laptop.

  I highly recommend sought the advice of an Agent from the Toshiba Service regarding your problem. If the shocks are the result of a static accumulation of your laptop could be damaged by them. If the shocks are the result of a leak of aware of your diet, then you yourself could get hurt.

  It seems that the hardware problem and I would recommend to get in touch with Toshiba authorized service partners in your country.

  If by "computer of new beginning" you mean that you have started your recovery or disk restore factory set and reinstalled Windows, then the ability to recover your files is practically zero.  You can try a utility like Recuva (http://www.piriform.com/recuva) but since you have rewritten the entire hard drive, it is highly unlikely that anything will be recoverable.
