  You must contact the Skype assistancce support in the installation of their products.  This looks more like a problem with their software with Vista (but it might have something to do with the installer of Windows but I have enough information to say).  Make sure that you uninstall the previous installation before trying to re - install.

  I searched a bit on the Microsoft page and found this knowledge base article:

  Article Microsoft said that the error message appears because only:

  + - File that you try to install the Windows Installer package to is encrypted. +
  + - The drive that contains the folder that you are trying to install the Windows Installer package is available as a replacement player. +
  Account of + - the SYSTEM does not have the full control permissions on the folder that you are trying to install the Windows Installer package to. You notice the error message because the Windows Installer service uses the SYSTEM account to install the software. +

  I recommend that you check this document and try the workaround provided by Microsoft.

  Method 1:

  Re-register the engine install and try to install the game.

  (a) click Start, click run and then type cmd in the dialog box, and then click command prompt.
