(b) don't you make changes to your machine before the problem?

srvcli.dll linked statically to the following files:

Msvcrt.dll
ntdll.dll
API-MS-Win-Core-LocalRegistry-L1-1-0.dll
Rpcrt4.dll
Kernel32.dll

This means that when srvcli.dll is loaded, the files above are automatically loaded too. If one of these files is damaged or missing, srvcli.dll will not be loaded.

Use the System File Checker tool (SFC.exe) to determine which file is causing the problem and then replace the file.

If you are prompted for an administrator password or a confirmation, type your password or click on continue.

1. in the System Restore dialog box, click on choose a different restore point and then click Next.

2. in the list of restore points, click a restore point created before you started having the problem, and then click Next.

3. click on finish.

The computer restarts and system files and settings are back to the State they were in when the restore point was created.
