  I was able to reproduce the behavior when I updated the Russia region.  If the language and region are worth English/United States of America, the behavior does not occur.  Did you by chance, perhaps by accident, change the region to Russia at some point and then change it back? You have rebooted your system since then?

  I will forward this to the people who handle the installer online and see if they can reproduce.

  In the meantime, you can check to see if the installer offline, full, posted at the bottom of the Installation problems | Flash Player | Mac page exhibit this same behavior?

  IE - Tools - Options - Advanced Options - Internet Security Section - clear the check box enable memory
  Protection to mitigate the attacks online - APPLY - OK close and restart IE

  Check your BIOS settings, the CD / DVD drive must be set as the 1st boot device, then the hard disk as the 2nd boot device. Exit and save your changes in the BIOS. Insert the Windows 7 DVD and restart the computer, then you should see a message "press any key...". "to start from the DVD, press the space bar and wait for Windows to load from DVD, then follow the instructions in my first post.

  You can get the motherboard on two tracks. Either order you by the Toshiba authorised service provider or you need to find an independent electronic store where you can order.

  Both ways can be a bit complicated. If you order by Toshiba, you must give them old mainboard and to find another place is probably not so easy.
