  Just a guess - in addition to the activating/deactivating the key to iCloud in the settings of the iPhone photo library, I would also try signing out & in icloud - perhaps with a reboot or restart forced between the two.

Since I'm in the States none of them could not download on iCloud photo library, which I use for all of my photos to help save space on my phone. My phone will download new photos every night but never the 'old'.

  It seems you want to use iCloud photo library as an archive of photos. It was not intended for this use.

  After months of deliberation, I decided to convert my Aperture on Mac in photo library and link the family three iPads and my iPhone to iCloud photos.   Before I converted, I checked and the documentation stated that the Photos would be recognition of duplicates and not replicate in the cloud. I also checked the box to optimize the images on my iPad and iPhone not realizing that even with the optimization of the paltry memory on the 5 c would be totally inadequate - the iPad is very good.

  Now I have more documented and install PhotoSweeper on the Mac seems a possible solution to the problem in double - the alternative is to go through each image!

  Re the problem of the iPhone, the only solution I see is to stop the iCloud photo library on the phone and then remove the images on the phone. Who will free the memory, and I will then be able to take pictures I have to take pictures by other means. It's not ideal for a functioning flawlessly, but when my contract is up this summer the next phone will be a greater amount of memory and hope it will be seamless!

  Any advice please before going further?

  Photo Sweeper is a good package and works well and is course - so are duplicate Annihilator for Photos and PowerPhotos

  You could try turning off ICPL on the small phone, cleaning of duplicates and leaving all s = complete uploads and downloads and stabilize and they new the on with photos on the iPhone - optimized it can handle then - worth a try

  You have "Optimize Storage" activated on your iPhone or Mac?

  Have you checked, it makes the photos have been uploaded to iCloud?  Open the Photos.app to the iCloud web interface www.cloud.com and check if the pictures in question have the same problem on iCloud.

  Added: I see the white rectangle with the cloud icon, every time I edit a photo. The icon turns white, until the modified version has been downloaded to iCloud and synchronized at the back.  If you are that many of these clouds icons seeng a great prt library is not yet synchronized.

  Will there be a progress bar in the iCloud preferences on your Mac?

  I use iCloud photo library. I have 50 GB of space to iCloud, and I use only 17. My camera has 2.2 GB of free local space. And yet, when I save photos, their local copies are removed almost immediately. This means that the media browser (UIImagePickerController) does not display these photos. On my iPad, the only pictures presented are two screenshots, I took on my phone in August.

  Furthermore, on my iPad Photos shows as taking 1.0 GB, while the same library resumes 7.0 GB on my phone. Both devices are devices in 32 GB with 2 + GB of free space, but this problem is present on my iPad.

  Forgive me, but what is UIImagePickerController?
