Chances are Windows found the folder a folder "photo", and explore does NOT show you the date of the modified file.
Personally, I hate having "automatically" selected multiple views for me, and I tweaked my copy of Windows so that it always shows me the "General items" view all records, be they full of photos or music or something else.
You can check this by clicking on the name of the folder in the Navigation of Explorer (left), and then selecting Properties. On the Customize tab, see what it says in the "optimize this folder for:"selector. ". If it is different from the general items, change it to general Articles. This gets you a good "Date Modified" column, indicating the date of the file.
If you want to make a permanent change to Windows 7 (so all new folders are displayed in the form of General items in the folders, and automatic display selection is disabled), a value can be added to (or changed in) the registry as follows:

Looks like you might be confused about what do models DW (.dwt files).
Model DW are not used by the server, they are only used locally by DW himself. Download a .dwt the server does nothing for the child pages on your server.
When you change a .dwt file, DW asks to update all the pages associated with it (you might have broken depending on whether the error). When you click "Update" DW changes all child pages associated with the .dwt locally. You then download all of these child changed pages.
The .dwt itself needs to be on the server, if you plan to share it with someone.
If you do not use a .dwt, could you explain your workflow a little more in detail?

Windows 7 will not recognize the dvd drive, although it worked well for more than two years. Now I can't access it to install new software.
It will not be displayed in the Device Manager, bad shooters to say it is not connected or is, tried Fixit fix (could not as "not applicable to your computer update"), uninstall iTunes (in the case of a conflict - even if it worked with the DVD of > 1 year), etc., but still cannot access the DVD.

TBird updated to version 31, it will not download the messages of my pop server. I can send, but not download messages. I restored Win (7) at an earlier date to return to the version 24 of Tbird, and everything worked OK.
TBird later Auto-setting to update itself (ugh!) back to 31, and we don't go again, no E-mail download. TBird works very well for me in Linux Mint 16, but this glitch under Win 7 just jumped to the top with the upgrade to 31.

I am really frustrated. WMC will not download the new guide listings and I tried all the patches that are supposed to be that I found in this forum. I also tried the system restore, which did not fix the problem. Obviously the problem is not affected by the restore program.
I was able to determine that there is some kind of corruption of the WMC files that Windows 7 can not solve (according to the event log).
I'm a bit exasperated at the tenacity of this problem. Y at - it a reliable fix or I need to reinstall Windows 7?
