  You can try to find the real cause. Safe mode disables installed Extensions, themes (appearance) in (Alt + T) Tools > Add-ons.   Your problem is with the Panel.Controls [] property. It does not return the controls that are inside containers (tables, tabs, groups) and returns only the container itself.
