    If safe mode does not and you do not have a Vista DVD from Microsoft, do a repair disc to do a Startup Repair:

    Download the ISO on the link provided and make a record of repair time it starts.

    Go to your Bios/Setup, or the Boot Menu at startup and change the Boot order to make the DVD/CD drive 1st in the boot order, then reboot with the disk in the drive.

    At the startup/power on you should see at the bottom of the screen either F2 or DELETE, go to Setup/Bios or F12 for the Boot Menu.

    When you have changed that, insert the Bootable disk you did in the drive and reboot.

    Basically, as you rightly mentioned, "Windows 7 Home Basic can join only but cannot create a homegroup." He needs a higher edition of Windows 7 Home Premium, Ultimate or professional to create a homegroup, and then Windows 7 Home Basic Edition can participate. Then, I suggest you try file sharing help Sharing wizard as shown below.

    1. Open Windows Explorer on your taskbar.
    2. In the new window, click organize , and then click folder and search options.
    3. Click the view tab.
    4. The option use the wizard sharing (recommended)check box.
    5. Click OK.

    Now, follow the steps below to open the shared folder Wizard.

    • Press Windows key + R to open the run box.
    • Type shrpubw.exe and press ENTER.

    You should now have a folder shared, ready to access your other users.

    Windows 7 Home Basic Edition under the snap-in to manage local groups is not included. However, you can do the work manually as follows:

    1 log in under an administrator account.
    2. click on the start planet.
    3. type cmd.exe in the search box.
    4. press on Ctrl + Shift + Enter
    5. click on "run as Administrator".
    6. type the following commands and press ENTER after each:
    net localgroup "Family" / Add
    net localgroup
    net localgroup 'Family' 'Jack' / Add
    net localgroup "family".
    net localgroup 'Family' 'Jack' / del
    net localgroup 'Family' / del
    The meaning of the switches should be obvious.
