"the restrictions in effect on this computer".

I get this message when I try to do things. I am attached to a domain and the user, as I log in as administrator permissions.

However, there is no control panel in the start menu, and trying to access things in the status bar displays the message that the task has been stopped "due to restrictions in effect on this computer."  The only thing that I've been running since I pulled this out of the box yesterday's updated Windows.

I know there is a problem, and it is not a virus.

These kinds of settings can be controlled by domain group policy.  As an administrator, if you are lucky, you can restore these settings by using the Group Policy Editor, but if restrictions have been implemented in the domain group policy, they could be locked in (in which case need you "Secedit" to change things in offline mode - and even then the field can come back to them).

To make changes with the Group Policy Editor:
Start-> Run-> "gpedit.msc".
Then go to:
Configuration of the user-> models-> Board of Directors and
Configuration-> administrative templates user-> Start Menu and taskbar
Look at the settings and change them if you can.

Other policies are there for inspection and change, but the foregoing applies to those who you have been complaining.
