The same photos will download again if I turn on iCloud on another device?

I downloaded all my photos from Imac in iCloud. I also have them on my iPad. I put them there by via sync cable. On the iPad, I don't have iCloud library lit. If I now turn it on, it will download the same photos in the photo library of iCloud or is the library that is smart enough to know that the photos on the iPad are the same pictures on the iMac to iCloud?

If you synced the photo to the iPad via iTunes, they will be removed from the iPad when you activate iCloud photo library.  Photo sync iTunes and iCloud photo library are not compatible.

So, there will be no pictures on your iPad when you activate the iCloud photo library, and there is no risk of duplication in iCloud.
