  See the blending mode in the Toolbar Options paint is set to Normal.  There is a parameter 'Behind' who will actually do what you describe.

  Also check your layers panel blend modes and settings for each layer.  Maybe not relevant in the present case, but recommended when the strange behavior happens in the layers.

  Hello world.  Sorry for the late report.  Before I could get my laptop to my own technology, Microsoft has uploaded a boatload of updates (no way to catalog it as what they were, but no matter) and the problem disappeared after restarting the laptop.  So somewhere in this batch of updates was the solution to this problem, suggesting perhaps that I was not the only person with this annoyance - and my tech probably could not have fixed anyway.  So all's well that ends well...

  All the file/folder locks that don't mean anything. don't close.  Impossible to get in a bunch of stuff that is pretty basic.  I have re-set this thing many times & never had this problem.  It is even used to leave me in places that I wanted to, I had never been.  Can still open the file of windows startup now.   Try a reset...
