Perhaps the latest edition of Service causes a conflict with the upgrade. You be left with a clean cloth. I'm curious, that you still have a machine running Windows 98?   If you have made a real upgrade (overlay on Vista), you might be surprised.  Click on the computer and open the D Recovery drive.  Open the folder named Recovery. Look at the bottom left corner.

  What is the date of creation?  Mine is from 2007.  I do not superimpose WIN 7 until 2011, but the recovery is still 2007.

  A complete reinstallation of Vista may also do the trick. Back to factory fresh State (after copying out of the files that you can't afford to lose) by using the restore factory option provided by the manufacturer of the computer.  An upgrade to any version of Windows 7 might just put the questions along with the upgrade.

  In place upgrade likely would do nothing to solve your problem.  If your system is still host malware, that may very well be the source of your problems, the upgrade would not wipe out unless you do a clean install.  Your best option is to either a destructive restore to reinstall Vista on the recovery partition (if your computer has a restore partition - check your owner's manual) or by using the installation diskettes that may have come with your system and opting to allow the reader to be wiped.
