When you try to install or remove programs, I get the following message: "the Windows Installer Service could not be accessed. This can occur if you run Windows in Mode safe mode or if Windows Installer is not installed properly. Contact your support team. Is it possible that I can solve this problem?
Well, before anyone else asks, NOT in safe MODE, here.
The Windows Installer service is running? Type services.msc in the box run Start menu and check the status of the service.

Crazy became Windows Installer

I tried without success that all suggested here, including the download of Windows Installer 4.5, which gave a message that it does not apply to my computer. I have Vista 32 bit Home Premium.
Having the same problem I have tried most of the above steps, then decided to down load http://download.bleepingcomputer.com/win-services/vista/msiserver.reg and installed according to the instructions and Bingo, I managed to down load the file ' Kies from Samsung.

- If the drop-down list Startup type is set to the value off, select the Manual option in the drop-down list Startup type , Start the service and then click OK.
- Click the file menu, and then click exit.
You can also try to download the latest Windows Installer and install it:
Note: Uninstall one already present in your system to-> program and features in the control panel.
