I don't have any problem to do what I want to use Adobe 8 Standard, but I need to be able to make it feasible in Reader so that others can make comments in my documents.

  'Enable usage rights in Adobe Reader' or "Extend the functionality of Adobe Reader"
  are available with Acrobat 8 Professional / 3D version 8 or Acrobat Professional / Pro Extended respectively.
  In addition, Adobe provides basic service (LiveCycle ES) server that "active / extends" PDF as Adobe Reader can be used for observation, examination, Digital Signature, etc..

  You can use Adobe Reader to comment on PDF files means a requests above were used.
  Because you mentioned that PDFs are purchased the manuals in PDF format, I suspect that LiveCycle ES was used.
  This application based on the server (which has a myriad of 'modules' available) is expensive so, in general, it is allowed by the companies that need its features. Examples: the majors publishers or Government agencies (e.g., IRS).

  If you move upward, to Acrobat Professional, that you will be able to "extend features in Adobe Reader ' such that others can run comments & reviews on your PDF documents.

  As Acrobat 9.x is the current version, marketed as the professional version would be made available via an upgrade (do not be confused with the free "updates").

  honestly, your best bet is to set up a google calendar. give to each head of Department access to the calendar. then send an email which said "brand which week you prefer. You can even embed this calendar in your html page and make it look nice.

  The project you have described would take quite a long time for someone clever to compile correctly.

Also, there was once a place where I could click on pages more accessible, but that disappeared a few weeks before. I have a HP computer and that you never know what will look like the start page.

  Make sure that you run not Firefox mode full screen (press F11 or Fn + F11 to toggle; Mac: Ctrl + Shift + F).
  
  If you are in full screen view then hover over with the mouse upward to make the bar appear Navigation and tab bar.
  
  You can click the maximize button in the upper right to leave the mode full screen or empty space of a right-click on a toolbar and use "exit full screen" or press F11.

  Extension to create a PDF Acrobat file are disabled in FireFox v43 create a PDF disabled extension in Firefox version 43 or greater.

  It is a known issue and we are working on that.

  We intend to provide support in the future updates.

  Meanwhile, as a solution, you can use Adobe Create PDF extension for Chome and Internet Explorer, or use Acrobat to convert web pages to PDF.
