Access of the remote drive doesn't seem to be compatible with the adobe Installer and known issues with the setup of the elements is not helping either. I have my box and keys, but I can't get installed it to work remotely or by the dmg file and drag the contents of the disc. Help, please! Thank you.

  Use the new version! What you want to achieve, will work! Go to the 'Page' menu and choose 'Add another Layout' and the missed buttons are in plan view.

  This featrue was introduced in 12.1.3 and has been backported to 11.1.1.9.0 as shown in the new features of Oracle JDeveloper 11.1.1.9 lately. You must use this version to achieve this functionality.

  I don't think you can ask a backport to another version that the feature is available in the latest version of 11g and 12 c.
