Transfer Photos to iCloud without filling the hard drive

I'm trying to download pictures and videos up to 1 TB of storage iCloud while using "Optimize Mac Storage" and not deplete my 256 GB Flash storage.  If this is possible, what I am doing wrong?  I've done the research for days and can't find an answer to my question.  I have a MacBook Pro Version El Capitan 10.11.15 running.  Thank you for your help.

Another question... I have to turn on the photo stream in order to see these photos on my iPhone or on iCloud Drive on my iPhone?  If this is not the case, how to display these pictures on my other devices?

Your Mac can not optimize your photographs up to what he transferred to them, you're probably just adding them to your Mac too fast.

    If the extra work required to locate and delete the source files became too much, you can always consolidate library while it's now a "managed" and then deleting the library library will remove the files from the hard drive as well.

    1.), I use the Partitions Magic 8 to create partitions on the HARD drive.
    This application is very nice and I love it all simply ;)
    You can change the size of the partitions, status and you can fully manage the partitions on the HARD disk. And the best thing is you do not need to format anything B-)

    The fact is that this laptop comes with a 40 GB HARD drive. Most BIOS cannot recognize the device because of the size of the HARD drive.
    Maybe you can use a 60 GB HARD drive, but I n t think that BIOS recognize larger drives.
    In this case, I would first of all check if the HARD drive is supported.

    Hardware failure is very likely, since you are clearly able to access your hard disk without problem.
    Looks like you are using software that could be gradually fill the hard drive with data, such as a log file, it is difficult to say.
    With the erosion of the space, you might want to periodically check each folder in drive C (right click, properties) and see how it changes for each new session.

    Also clean the temporary files would help such as for:

    "c:\temp".
    "c:\windows\temp".
    "%userprofile%\Local Settings\Temp.
    erase internet files of Internet Explorer cache / temporary
    deactivation and reactivation then "System Restore" (do this only if you are satisfied with Vista is running stable)

    With iCloud library enabled, you cannot delete a photo on a device (or iCloud.com) without deleting each device which uses iCloud photo library (iCloud.com). In order to save space on your mobile devices (and indeed your Mac if you want to) turn on the optimization of the pictures on these devices (settings > photos & camera > optimize storage on your mobile device and Photo preferences > optimize storage on your Mac)

    Dynamic optimization, it reduces the resolution of your photos, if necessary, so that you don't notice it occurring initially. However, when necessary, it is very effective, and users have reported libraries being optimized for much less than 10% of their original size in some cases. My own library is about 9% of its original on my phone size.

    Looks like you can't synchronize the pictures located on your external drive.  I need a little more information about your configuration to provide a better answer.  However, we will try to sync your photos through the section of the file through the article below.  You just need to direct iTunes to where your photos are stored on your external drive.

    If your photos are in a folder

    1. Select "Choose a folder" from the context menu.
    2. Choose the folder where you store your photos.
    3. Click on apply.

    System Preferences > iCloud > manage > photo library > remove and disable

    or

    iCloud.com > pictures (select and delete)
