Try to associate a protocol with a program in Windows 8. Can only select Windows Store Apps


I just installed new standalone opera mail client. I tried to send a file via File Explorer (send to / Mail recipient) and Windows tells me that there is no default mail client installed. It is a problem, I guess I have to take up with Opera.
The problem on the Microsoft side is the following: I tried to go into default programs and set the MAILTO: Protocol of Opera Mail. However, the only listed options were Chrome, Opera browser and look for an App in the Store.
I expect to be able to choose an application or a real program, so to speak, to associate with the MAILTO Protocol. I expect to see an option to select other programs already installed on my computer.
In fact, I consider this a Bug, how could report a Bug to Microsoft?

You need to install a local customer e-mail (not web-based) and add your e-mail account to this application, if you want to use the mail to: Protocol.

This is the desktop versions of popular e-mail programs such as Windows Live Mail, Thunderbird, etc.
