  Consider the weather there is no scratches on the disc, clean the program CD-ROM or DVD. To do this, use a CD-ROM cleaning kit, or gently wipe the silver part of the CD-ROM with a cotton cloth soft and lint from the center of the round trip of the CD-ROM.

  If you still have the difficluties installing this, try to copy from the landfill, which is all the files which are there on the CD and see if you get any errors during the copy.   There should be no problem install AOE3 without using the compatibility settings.
  Worked for me on Win7 64 bit.
